Firstly, the voltage in the United Kingdom is officially 230v (single phase, domestic).

Secondly, the voltage in the USA is 120v (domestic).

120v is nohow "safer" than 230v. A "safe" voltage is considered to be less than 50v RMS (AC) or 120v DC (ripple free). These voltages are known as "unscheduled low voltages" & relate to "ghost potential difference limits".
